Position Title: Consultant – Capacity Building on Disability Inclusive Social Protection
AIFO Mozambique, in partnership with UNICEF, within the framework of the project “Inclusive and accessible humanitarian action in the context of armed conflict and Covid-19”, aims to hire a consultant to build the capacity of relevant government actors at central and provincial level, on inclusive social protection.
1. Background and Context
The estimate of people with disabilities in Mozambique from the 2017 census is 2.46%, a low rate compared to the WHO and UNICEF global estimates (15% of adults and 10% of children). According to a study on "Living Conditions among People with Disabilities in Mozambique: a National Representative Study" (2009) by SINTEF, the FAMOD (Forum of Mozambican Associations of People with Disabilities) and the National Statistics Institute (INE), 6% of the population in Mozambique lives with a disability. Among respondents with disabilities, 82% reported not having access to necessary specialized services and 62% for assistive devices, respectively. According to the Ministry of Education and Human Development (MINEDH), 64% of children with disabilities do not attend school.
Disability is a crosscutting issue and the provision of services and inclusion of children with disabilities requires coordination between education, health and social services. However, there are no clearly established mechanisms for collaboration and coordination among these services, either at the central level or at the provincial and district levels. Clarity of roles and responsibilities and a common coordination framework would allow for more effective planning and service delivery.
The 2019 Joint Statement “Towards inclusive social protection systems supporting the full and effective participation of persons with disabilities1” stipulates that “in order to address the risks, inequalities and barriers faced by persons with disabilities, a comprehensive and inclusive social protection system should ensure that persons with disabilities have access to programmes that adequately:

Provide income security that enables access to necessary goods and services;

Ensure coverage of disability-related costs and facilitate access to the required support, including services and assistive devices

Ensure effective access to health care, including disability-related medical care and rehabilitation

Improve access to services across the life cycle, such as childcare, education, vocational training, support with employment and livelihood generation, including return to work programmes.
Mozambique's National Strategy for Basic Social Security (ENSSB II) includes people with disabilities as beneficiaries of one of the sub-components of social assistance, namely the Basic Social Subsidy Program (PSSB). The current definition of the group mainly targets the most severe types of disability - "people without the capacity to work,” and is therefore a basic income security for families living with people with severe disabilities to cover expenses like food, and not a measure to cover disability-related costs.
The coverage of assistive devices is part of the Direct Social Support Program (PASD). While the programme is supposed to cover different types of devices, in practice only mobility devices are provided. As for support services, such as transportation, it is not explicitly stated in the PASD but could potentially be included under "Support in bus fare". However, there is currently no clarity in PASD on how this type of support could be operationalized.
The coverage of disability-related services partially falls in the domain of the other ENSSB II program, namely the Social Action Services Program (ProSAS) which aims to prevent and respond to risks and violations of social rights of various vulnerable groups, including persons with disabilities (Article 12 of Decree 47-2018 of August 6), and includes access to community-based rehabilitation services. However, PROSAS is not yet operationalized, the operational manual is expected to be produced in the second half of 2021.
Capacity of social services, as well as health and education, is one of the bottlenecks of disability inclusion. Common understanding of disability core concepts and disability inclusive social protection will help advance disability rights agenda and coordination of services across sector.
2. Objectives, Purpose and Expected Results of the Consultancy
Objective 1: Develop Training materials and manual on disability inclusive social protection
Objective 2: Build the capacity of MGCAS, MISAU and MINEDH at central and provincial level on disability inclusion.
3. Deliverables

A 3-day training package (presentation, support materials and manual) for representatives of MGCAS, MISAU and MINEDH, at central and provincial level, focusing in key concepts of disability inclusion and disability-inclusive social protection

Training delivery to for representatives of MGCAS, MISAU and MINEDH, at central and provincial level, focusing in key concepts of disability inclusion from intersectoral perspective – to be delivered in Maputo, Nampula and Sofala covering all provinces, estimated in total 7 groups (i.e. 21 working days of training), the final estimate will be determined by MGCAS.

5. Qualification Requirements
Academic qualifications: Advanced degree in social protection, disability studies, or related areas
Experience
-
● At least 5-years experience in disability inclusive policies

● At least 5 years of experience in the fields of social protection, health (rehabilitation) and education

● At least 5 years of experience of working with governments, preferably in Mozambique or countries
with similar profile
Specific knowledge, competencies and skills required
● Technical expertise on disability, inclusive social protection, health (rehabilitation) and education
● Technical expertise in intersectoral collaboration and integrated programming
● Strong familiarity with the social protection system of Mozambique, familiarity with education and
health system
● Proven experience in training and capacity building
● Excellent oral and written communication skills (in English and Portuguese)
